It was because he was in motion of throwing to first base but it was a force out so that may be why the runner was called out.

Could be. I thought you had to tag a runner with the ball hand. But there are lots of rules I don't know.

You definitely can't get away with that on a stolen base attempt or a non force out.

Catchers often don't tag runners out with the ball at the plate on collisions but they get the call anyway.
