We have to go on a 10 game run, and we haven't shown the ability to do that in 2018 and 2019. The Phillies are going to be big buyers at the deadline so we need to hope for them to collapse.
This is probably closer to the real answer. Rizzo is probably waiting for the team to show him something of worth before committing.
