I mean you don’t draft a HS arm for the floor. Jackson Jobe has the best single pitch in the draft, 3 pitches graded above 60. He’s a really great prep prospect.
You don't, but with slotted bonus and a capped pool, teams are much more aware of floors. You can't take a shotgun strategy (cough, Yankees) of essentially buying three first round picks by splashing cash to bribe HS arms out of commitments in rounds 1-3 and hoping one or two of them hit, in which case you look fine. Now, you look like poo if your first round pick busts.
