I've also seen peripheral characters that I'm assuming they had around in case they needed material and fresh characters later on to fill air time. I'm hoping that's not the case though.
They did that a little in season 3 I think it was. This couple had an entire episode about them and at the end of the episode they were killed off and we have not seen anything about them since.
