Estimated OD payroll of 208M (assumes MLBTR arb projections and AAV for newly signed pitchers) and likely under the CBT threshold.

I seriously doubt 208 million will be below the luxury tax threshold.

Per the 2016 CBA the 2019 Luxury Tax Threshold will be $206 million, It will go up to 208 million in 2020 and 210 million in 2021
