Good points, but I am also thinking that it there is a big difference in finding a replacement level corner outfielder or second baseman, than there is finding a half dozen replacement level relief pitchers.  There's a bunch of AAAA positional players looking for jobs.  I don't know that there a bunch of guys you can count on to be 0WAR relievers who are out of work or in the minors.
I think you're underestimating relief pitching. I would say that right now, our bullpen (outside of Doolittle) is performing at a replacement level. I really don't expect the Nats to call up Scott Copeland, Vidal Nuno, or J.J. Hoover and get anything better than what we're getting. I mean, Kyle McGowin is a perfect example of this. He is the guy the Nats called up as a replacement player and he's currently rocking an ERA over 9.
