Rulings like these can sometimes backfire spectacularly. I believe it was the potato chip industry that lobbied very hard to have Pringles declared to be not a real potato chip (and thus unable to market themselves as such). That's why Pringles are marked as potato crisps. Said ruling later allowed Pringles to avoid certain duties and taxes imposed on potato chips.
