One of my first jobs in the government we did an audit at the VA in Philly. They had vast aisles of files.  One guy we used to call Willie the Walker would walk up and down them just about all day. We finally asked what the story was and found out he was a GS 14 who fell out of favor so had nothing to do. At least he was in good shape with all the walking. When we used to have libraries that was also a good place to go for naps.
