You're vastly underestimating the capabilities of drivers. Also, the people whose opinion actually matters to government leaders buy a new car every three years anyway
The local drivers have zero capabilities. When the snowfalls I assume that everyone is letting their toddlers drive. This may be my midwestern snobbery, but I don’t think so. The first rush hour snowfall after I moved here was like a scene out of Mad Max. Cars strewn about the road and people playing bumper cars.
