You can't balk with no runners on base. You can call an illegal pitch but then you'd have to call every pitch illegal because they all do it. What's funny is that the braves announcers complained about the padres Carter Capps because he did the same thing that Jordan Walden did but they didn't complain when Walden was ding the same thing pitching for them.  :D
