Weathermen seemed very unsure of this compared to some called. It is still a mess out there, I can't believe OPM is trying to open 3 hours late.

There is a career civil servant heading OPM at this time. Nice lady. As a career person I am sure she went into the mode of trying not to be accused of being soft on Feds.

Serious question:    Is she permanent or a political appointee?   I'm not a Fed and am not sure how all that stuff works.

The standard now is not closing and letting people take unscheduled leave. It's been that way for a few years now

From my experience that nearly two decades now with that policy.  In 2000 or 2001, there was a storm predicted that shut down schools, the government, everything. There was essentially a handful of flakes and nothing else.  That started the DC school policy of staying open unless it was -clearly- going to be a massive problem, and the Fed starting with the unscheduled leave approach.  The Fed still shut down for really bad storms for a few years after, but someone eventually realized it was better to just make folks burn leave instead of giving them a free day.

*edit: The added benefit is it saved on monies paid to contractors since most of the staff take the day off and the contractor can't bill as many hours.

It was closed last year during the big storm. But generally you are correct. That came out of criticism the year we had several big storms.

She's career and not political. She is acting because no one has been nominated yet. Normally it's a political making the call.
