Similar to Brady, I think Manning made those WRs that much better.
Brady pretty much had interchangeable parts as WRs with none highly compensated.  They let his first three binkies, Deion Branch, David Patten, and David Givens, walk rather than pay them.  They brought in some past-prime guys, but only Moss really excelled for them and that was mostly 2 years (one with Brady and one with Cassel). The guys he made look like stars were his slot guys - Troy Brown, Wes Welker, and Julian Edelman. 

Harrison and Wayne, and some of the Denver receivers, may have been "made" by Manning, but Polian always paid up for H & W.  Most everyone thought they were stars / HOF types.  Maybe the analogy for Harrison is James Worthy or Scottie Pippen?
