What are the dynamics that lead to over and under slot signings?

Many things. Seniors have less leverage, and generally go under slot.
Some players fall because of their commitment to college. They fall, but a team takes a gamble on being able to offer them enough money to sign. They go over slot. Some players fall for injury concerns, but still command a hefty price tag, and require an over slot deal. Teams will also draft players they know are much lower valued talent, in order to save money for another selection.  A lot of discussion prior to the selection goes in to figuring out who will accept what.

Anyway, Stevenson has signed for $750k, so that's another $300k to work with. About $750k under slot total over the first ten rounds.

According to Jim Callis, 13th rounder Max Schrock (2B - South Carolina, my alma mater, go Cocks!) has signed for $500K . . . $400K over the $100K cap for post 10th rounders.  There goes a huge chunk of the savings right there.

Figured he'd get a pretty good pay day. Hopefully the leftover cash can get Rash or one of the high schoolers in tow.

Assuming they sign all top-10 guys (Wiseman's the only one left?), they could spend $4,307,835 without losing a pick (or an extra $205k). Thinking Rash or a HS would sign for $700k?

You would like to think so. That's 3rd round money. Rash is raw and injury prone. Even a good year as a college senior may make it tough to get that much.

As for the high schoolers, I don't think any of them were projected to go top 3, so that's probably more money than they could've imagined being offered. I'd think at least one would be willing to bite.

Watching him in the college world series over the last month I think he might end up being a better version of den dekkker. A decent 4th outfielder who is a number 2 or leadoff type in an injury situation.

That's pretty sweet. Of all the late high school guys I feel he had the most upside. 6'5/6, very lean, and can touch 90 already. I didn't think he would sign considering LMU is a good academic and solid baseball school. Had a friend go there. The problem with project able gus going straight to the pro game is that sometimes it's too much, too soon. Glad we landed an upside guy that late though.

I'm aware of that, but we also had a couple hundred grand available to spend(iirc)on top of the 100k you can already pay them. I was more pointing towards Lemieux(14th round) and Rash(23) than the late guys. Rash is a college junior that hasn't lived up to his ability(2nd round pick out of HS) due to random injuries, but the arm and athleticism are still there. With his injury history and being a senior next year, he'll need a monster year to improve upon a 300-400k bonus. If he doesn't show major improvement, he doesn't even get that. So I was hoping he'd want to take the money while it's there and see if the Nats could help him develop his game.
