2015 MLB Draft

Tigers compensation pick is 34th, they also draft 22nd.  I assume the 34th is because we signed Scherzer, and the 22nd is their own pick?

didn't they sign Cruddy before colorado had to make its QO?  Had they waited a week . . .

I thought that the player wasn't technically a FA until he signs or dismisses the QO.  Am I wrong?  If that is untrue, then why would any team want to sign a FA if they haven't decided on the QO yet or not?

Rockies gave Cuddyer a QO.  Cuddyer signed with the Mets before the deadline for the player to accept/reject the QO. 
I heard an interview with Cuddyer on Inside Pitch in which he said, if he didn't sign with the Mets, he would have taken the QO.
