I sent a request to HR, giving justification based on prior pay. They said it's something they could do, but it would have to be re-advertised, since it was only advertised at the one grade. If the one you applied for had a range, I'm sure they could!

It is/was direct hire

I think you are mixing up grades and steps. Or they are. I think generally they can always give someone a higher step at the same grade but most are reluctant to do so since it can set a trend. It's probably a little confusing since low steps at higher grades can exceed high steps at lower grades. For instance a GS 14 step 10 exceeds a GS 15 step 1. At least it used to. Retired so I don't look anymore.

If you can't get the step ask if they will consider giving a quality step increase after the first year.

No, couldn't do either. It was only advertised at one grade, so they definitely couldn't do that. I'd rather come in at a higher grade, since the higher step increases are every 3 years, rather than 1.

Understand.  For future negotiations if they hired someone as a transfer from another agency at the same grade level they would keep whatever step they were at. If they promoted someone from a lower grade I believe the rule is you go three steps lower. For example if you were a GS 13 step 9 you become a GS 14 step 6. I think that's typical that they put outside hires at step 1 because they save money that way. There are exceptions I am sure.  Never hurts to ask.

I know a guy who works in Finance there but just an acquaintance and haven't talked to him in a couple of years.

They have had issues with morale, layoffs, have your eyes open.

I just recall I know another person, he just retired from there but managed over 100 people in DC.  If you have a position targeted PM me and I can run it by him to see if he has any thoughts.  He is a former Air Force officer (retired Colonel) who eventually worked over a decade at Red Cross.

At a former job our COO was a former VP at the Red Cross HQ and according to him the culture there was "interesting" to say the least.  Imagine a more bizarre version of senior retail management with a heavy dose of "saving the world"-itis thrown in.
