I think there is some weird rule about not talking to coaches of teams in the playoffs.  maybe it is only during off days with team permission or something like that. Maybe there is no restriction before the season ends, and because it is a promotion, the Nats can't block it.

I believe you still have to ask permission to speak to an employee of another team. I'm sure Houston asked and the Nats said yes.
