Garcia shows good stuff when he's managed to stay healthy, but unfortunately that hasn't been often. He was on Triple-A Syracuse's disabled list at the time the Nats cut him loose. It's not clear how long he'll be sidelined.

That's too bad. The dude was a brilliant pitcher when healthy, he was just never healthy.

Was this procedural to clear a 40 man space for Hill?  Waive him off the 40 man, figure no one claims him b/c he's hurt, and then retain at Syracuse?
