The Phillies have to pull him back if he's claimed by a team he's blocked from trades to, unless he decides to waive his no-trade clause for that club. They can pull him back as well if he's claimed by a team that he hasn't blocked trades too, but you can only do that the first time you put them on the waiver wire. At least, I believe that is what the case is.

Because it gives you the option to trade guys once they clear... or are claimed.

Every team put pretty much every player up.  Just so if they do pass through, they are available to be traded even after the trade deadline.  Technically what just passed was the "non-waiver trade deadline."
