I don't know, I've never been in a league that small. I think 6 team divisions with no playoffs only WS would be fun. Then you hope to expand at some point.
I guess you could do 3 4 team divisions with one wild card also.
The talent wouldn't be stacked, the talent generated would conform to the number of teams.
You can add CPU teams but they can't trade.

If it is 12 man, I vote for the 3 4-team divisions.
