 After you go to third you are off the rubber so you should be able to throw it wherever you want.  i don't get it.  i guess it doesn't mater anyways since the move rarely gets an out

It's important for holding runners, because runners can't currently go on first move.

are they also going to ban runners stealing home when you throw to first  or ban leads by the runner on first?
