They were probably making sure Tyler Moore made it to the park and nothing crazy like a taxi breaking down, plane delay, etc, etc, etc occured.

The usage of "manager's decision" would indicate that was the case.  Hope so, can't really afford to have another regular go down.

Tyler Moore made it to the stadium late but before game time. Therefore, it was the Washington Nationals MANAGER's DECISION to start him over Werth.
