Yep. I know the board loves him, but he has gotten very very lucky this year.

He has also given up 11 homers in 83 innings. 1.2 every nine innings ...

Clip is going to give up homers.  1.2 per 9 is not lucky.  If anything, it is high.  When Clip starts an inning, those are solos. When he comes in with 2 on, those are tie games. But he is the only guy who can get a K out of the bullpen not named H-Rod, so Davey goes to him.
