Apparently, MLB sent out an 18-page memorandum on new balk rules, and St Claire sat on it.

Jesus.

The one that got JJ:  your hand can go to your mouth off the mound, but you must wipe your hand before stepping onto the mound or touching the ball.  Previous rule was that the pitcher's hand could not go to his mouth while on the mound, no mention of wiping it off.  Apparently, MLB sent out an 18-page memorandum on new balk rules, and St Claire sat on it.
It took 18 pages to explain that?

Maybe it was done like Ikea instructions. 4000 nonsense diagrams.

NA, where do you see these stories at? I'd imagine St. Claire would be fired alreay if he was as terrible as you are claiming.

Any links?

Really? That was always the rule when I played in HS and college.

I don't know about high school, but you are correct about the NCAA rules.

The on-line MLB rulebook still has the old rule.

Quote
8.02
The pitcher shall not --
(a) (1) Bring his pitching hand in contact with his mouth or lips while in the 18 foot circle surrounding the pitching rubber. EXCEPTION: Provided it is agreed to by both managers, the umpire prior to the start of a game played in cold weather, may permit the pitcher to blow on his hand.
Official Rules | MLB.com: Official info

The NCAA rule allows the pitcher to go to his mouth on the mound, but not in contact with the rubber, and requires the wipe.  Unfortunately, the NCAA site changed on March 10, and since then you have to go through a shopping cart to get a FREE look at the rules, so I can't provide a direct link, only a link to the shopping area.  NCAA Rules  The equivalent NCAA rule is 9.2(d).

JJ used to go to his mouth off the mound, and then rub down the ball, especially early in the season when the humidity is so low down here during our dry season (30% is common March & April).

There was a documentary about IKEA a while ago that explained the crappy instructions- They're too cheap to print them in all the languages they would need to, so they pay a fortune to assorted experts to come up with instructions that work across culture boundaries without using language

That makes sense to me, and I would be okay with it if the diagram prints were just a bit higher quality.  But I guess that goes back to the cheapness.

The Marlins and Loria actually did something nice for Hanley.

Danny Boy is in mid-season form, picking up where he left off last year.  His ratio of hits:errors is a perfect 2:1 with a K every 3.13 AB.

National and local media were stunned when the FO cut top prospect Mike Stanton was a few days ago.  He was recalled yesterday as Beinfest is also in mid-season form, showing he has no idea whatsoever what he's doing.

The Marlins are giving away 5,000 replica's of Hanley's bling on opening day.

Can you burn an option in ST?

Yes.

Andrew Miller has now run out of option years as he was optioned last week, leaving only reliever Badenhop and Maybin on the MLB roster from the trade of Cabrera and Willis.  However, in Stanton case he was a ST invite on a minor league contract, and they option was not yet burned when he was assigned on the 24th.  Try as he might, Beinfest, can't burn the option until the first week in April.

Miller would have been out of options, but Beinfest was disappointed he couldn't burn an option when a player is already on the DL in '08.

Upon making a trade with Detroit to acquire Nate Robertson, Beinfest optioned VandenHurk and Tim Wood.

Problem A:  He forgot he optioned VandenHurk in 2007 and VandenHurk is out of options.

Hopefully his unemployment.

Wouldn't that be a general solution, not a problem?

Actually, that would be a problem because then the Marlins would become good.

Haha no wonder he's a candidate for the bullpen.
