The quote says 'if he doesn't make the rotation.' I take that to mean, if he sucks, he'll be sent to the pen rather than continue to be trotted out to the mound to start the game.

Scotty, just don't suck and you'll be fine.  If you suck, you'll be sent to the pen.  If you suck there, too, you'll be in AAA. 

By the way, if you cared enough about your health and career, you'd quit smoking.  You also may have a better shot at not sucking.
