With the new TV money payroll is going up around the league, so let's wait for the opening day numbers, my prediction is that the Nats are still in the bottom half for both average and median payroll.

And the answer is deferred payments of $2 million each on January 5th each year from 2018-2024 that become $3 million payments if his option is picked up.  Freakin weird.

Not really. Deferring money lowers the "real" cost of the contract while having it count against the salary tax threshold when there isn't a chance in hell of it being approached.

I have never heard of deferred payments in a contract.  Not to say they don't happen.  Contracts are less my specialty than sabermetrics but I still feel like if this was a common thing I would have heard of it before.

It isn't common. Manny Ramirez signed a similar deal with the Dodgers a couple of years ago.

Ramos and Espi are pre arb, so I expect them to get a small raise from last year, probably somewhere in the high 500,000 dollar range.  Looks like if you add in the 1 Mil for Bernie, 1 Mil for Stammen, probably 1 Mil for Duke and the inevitable 5 Mil for Jordan, you end up at at least 114 Mil total.  Espy, Ramos, Lombo, HRod, Mattheus/Bray probably push this to 116 Million.

I'm going with a 116 Million payroll.
