It was definitely a balk. That's exactly why pitchers don't make that move much anymore. It's almost always a balk.

Well, technically, every call is a judgment call.  And some judgments are wrong

nobody ever calls it as one...I've seen it done countless times in the majors without a call.

So many things could have prevented them from scoring in that inning. Misplay by Milledge, girly throw by Lo Duca, bogus balk call, etc.

of course that fat freak umpire decides to call the balk in a close game with a runner on 3rd for the home team.

But you can't discuss it with your fellow umpires like you can other calls (the same with strikes and balls).

We've done it 100 times this year and no balk call. 

The ump ruled that Rivera stepped towards home instead of directly to third. They need to abandon that bullcrap.
