I'm pretty certain it's to do with gangs. Red Nats hats are popular with Bloods and LA Dodger hats are popular with Latin gangs as well as Crips etc... Crips will also rock a Blue Nats hat.
It's fairly known in Rap and Hip Hop.

A ban on all baseball caps makes more sense. Plenty of other caps are worn by gangs there.

Pirates hats are a popular one as well. The P represents Piru which is the street where the Piru gang was started. After a Piru leader was shot and killed by the Crips, the Pirus and Brims formed the Blood Alliance aka Bloods. Anywho, I spotted a Curly W hat in my closet.
Phillies hats are popular with them too because of the red. Blood gangs in Watts wear the Nationals hats for the W. Watts is the roughest part of L.A. which is probably why it's being singled out.
Why should it be obvious? I once worked for the Navy. I got a cap for my brother with NAVY written in old English style. He wouldn't wear it in Pasadena because it was the type of lettering Gangs used. How is one supposed to know what's a gang symbol or not a gang symbol? Is there a dictionary of gang culture? Of course not!
Was it not blatantly obvious to everyone that a team's hats, with big W's on them, and in red and blue, being banned in LA had everything to do with gang affiliations?
Try wearing a Celtic or Rangers jersey in the wrong part of Glasgow or Belfast or wearing a green hat in Tel Aviv.
