It's a board game that... :lol:  nah I'm messing with you. He means the sequence of signs the catcher puts down with his fingers to get on the same page with the pitcher on pitch selection.

To clarify the point. What FP was saying was that when there isn't a runner on 2B (which is when a runner is in position to steal signs and convey them to his teammate at the plate) then there should be no need for a sequence of signs to confuse the would be sign stealer. So he was a little shocked that they were doing it with no one on 2B.
