no.  cubans over the age of 23 are exempt fro that rule as they are considered professionals. 

I did not know that... So, how old is Abreu and has he been pro for 3+ years?

I believe he is 26 and has been playing since 18 so he's in the clear when it comes to bonus limitations

So as I understand the rules, if a team goes over bonus, the only penalty is that next season they can't pay over 250k in bonuses plus they have to pay a tax?
