I would use him as a TE on the majority of plays, but you could run him out of the backfield every now and then. Not sure how it would turn out, but I think he's got a better chance of succeeding in that role, as opposed to playing QB.
It's much easier to gain chunks of yardage lined up as a QB and the defense reads pass at the snap and either goes into pass rush mode or backs up in pass coverage. When you're lined up as a RB and the defense reads a straight run at the snap it's a different animal altogether.
