Yeah, I bumped up the amateur scouting quite a bit last season (I think to 70%) but I haven't seen any results yet. What happens, do they randomly send you some message saying they discovered some kid in [insert country]? What kind of budget should have to get better results?
There's 4 categories for scouting
Majors
Minors
Amateur
International
If you want guys to be discovered in other countries, you have to have some money placed in the international category.
And yes, I believe you'll get an email saying they found a player and ask if you're interested in signing him.
