MLB: All international amateur players must register with the scouting bureau to be eligible to sign. Top 100 prospects subject to drug test

So basically, if you find an international guy, he has to register, sharing his name with everyone. Great.

So... if you are about to sign a guy, the Yankees can swoop in and take him by offering the same amount of money as the Nats but impress the kid because they are the Yankees, and they'll always be a kids top choice.

What a freak up.

I could see some players out of high school or even with college eligibility left saying "I always wanted to be a red sox or yankee," why not since you can't lure them with money anymore.

I want to take this time to thank Bud Selig for ruining baseball for me.

Well the Yanks can't sign everyone if there is a cap on how much they can spend - and their allowance will be on the lower end since they're among the best few teams every year.

Still - the system is a total sellout by the small market teams.

what I'm saying is, if you're a high schooler or college player, and you know you're not going in the first couple of rounds, why not just make your team preference clear? Worst case, someone else drafts you and you go to/stay in school

Sooooo...

I hear the UEFA Champions League is in late spring.  Any good distractions in the mid-late summer?

This screws small market teams and MLB's chance of getting 2-sport stars.

The low revenue owners really sold out their own fans on this for a few extra bucks.

MLBAC? :?

How did small and medium market owners go along with this? It puts them at a huge competitive disadvantage. Their success means butts in seats which equals more money than whatever peanuts they were spending in the draft.

I think it's worst for medium market teams; i.e. the types of teams that are prone to go through normal up/down cycles.

When they're in the middle of the "up" portion of their cycle, they won't be able to re-stock the pantry by signing players for over slot because they'll presumably have draft picks in the latter part of the first round.

I think this only hurts the Nats. :bang:

I am so freaking pissed off.

Just when you think David Stern has cemented his position as the biggest assclown commissioner in sports for the year 2011, Bud Selig comes along and gives him the elbow from the sky.  Un.freaking.believable.

i blame the lerners for everything.

but no in reality, only few positives i saw: draft signing deadline moved up, 26-man roster for doubleheaders and all-star participation is mandatory for those selected.

Good

26-man roster for doubleheaders

More double switches

and all-star participation is mandatory for those selected.

Don't care

I'd just assume get rid of the All Star Game altogether and nationally televise the Futures Game.

What a joke that has become.

riggleman isn't here anymore!

and as for ASG, i don't think players should have a right to sit out unless they are hurt or have some kind of good excuse to get out.

concerned about new tax system discouraging pitt, kc, wash from spending on draft. Those 3 were wisely spending decent draft $

There is no effing way for small market teams to improve now.  The top teams in the draft the past few years have been the Royals, Nats, and pirates all crap teams and now Selig is screwing them all in the butt.

On the plus side, at least we've taken advantage of the system over the past few years and drafted some over slot talent.

If Bowden were still in charge, he'd have us still mired in the depths of 100+ losses with no end in sight.

He'd still be GM too, if not for his scandal.

The sides added heavy restrictions on draft spending. Teams that spend more than 5% over-slot on the draft will face a 75% tax. Teams that go over slot by 5-10% face a 75% tax and the loss of a first rounder. Teams that go over slot by 10-15% face a 100% tax and the loss of a first and second rounder. Teams that exceed slot by 15% or more face a 100% tax and the loss of two first rounders. This set of rules will also reduce draft spending significantly, a bonus for owners.

http://www.mlbtraderumors.com/2011/11/cba-details-luxury-tax-draft-.html

is there anything preventing a team from saying screw it, paying the 100% tax and just giving up first round picks in perpetuity?
