Other than setting aside a certain number of OD tix for the first X number of partial plan purchasers, there really isn't anything else they can do. It's like expecting that all purchasers of a timeshare get to use it on Memorial Day weekend. It can't be guaranteed to everyone, because the math doesn't add up. But they can do a first come, first served process.
