It doesn't matter when the call is made
"When it seems apparent that a batted ball will be an Infield Fly, the umpire shall immediately declare Infield Fly for the benefit of the runners."'
That first part is the important part. It does not have to be made immediately. It has to be made when it becomes apparent that it will be caught in fair ground by an infielder.
