Oliver Perez was set to make his first appearance in a minor league game, but Class AA Harrisburg was rained out. The Nationals signed Perez after the Mets released him this spring training, and the Mets owe him $12 million this season. Rizzo said Perez’s velocity has improved from the low-80s to the mid-to-high 80s.“He’s had flashes of having some good major league stuff,” Rizzo said. “And then he’ll relapse into having just OK stuff. We want to see consistency of holding his delivery together, consistency of his command, consistency of his velocity.”
