just plain cheap
merely incompetent
cheap AND incompetent
a superbly run business
dealing with a guy who holds a grudge for reasons beyond slow pay

this wouldnt happen if people were give some authority over a small budget, but since everything has be signed off by the lerners and mark got hit in the head with a baseball, it is understandable that they are late on trivial matters
