Yup. I'm level 23 and yet I haven't cracked 60 on any of my skills because I haven't been far enough out to find trainers for any of them. Even just one new town cost me ~6 hours going around exploring the shops, talking to everyone, doing a few misc. quests and picking up about half a dozen more that are still "to do"
