not necessarilly.  It might mean there's not a leader in the clubhouse to step up and say enough is enough.  People can notice things are wrong and not be happy but might not feel the freedom to be that guy.  That guy, ideally wold be Zim, but I don't know if his personality lends him to be that guy.  He could be come it.  Kinda suprised Pudge hasn't stepped into that role a bit.

A manager calling a meeting is like putting a band-aid on a bullet wound. It might stop some of the bleeding... but until the root of the problem (players truly caring) is addressed, it'll just be a stop gap measure.
Hopefully it will lead to someone on the team taking his cue and taking on that role in the future.
