Personally, I think one reason they're so bad is there hatred of sabermetrics. In conversations I've had with their scouts, the organization don't believe in the use of advanced metrics. When you've got your head buried in the sand about advanced stats... you're going to get left behind when forward thinking teams like the Rays come along.

the twins and giants also supposedly hate advanced metrics- the giants just won a ring, and until very recently, the twins were pretty good .

Regardless of the focus on stats, Angelos repeatedly blocks moves that would help the franchise improve itself.  They should have dealt Roberts long ago, and Markakas would probably bring a solid return too.  However, they are no doubt "untouchables" in Angelos' world.

The Manager was one of the people that interviewed the GM candidates. Everything about the Orioles front office is so totally freaked up that they can't even get the chain of command correct.
