Typically Arlington's humidity level is quite a bit lower than Atlanta's, however.

Humidity is only 25% today.

You can't walk the 1 and 2 hitters twice each and expect to shut them down.

If it's injury-related (heat issues in this case), doesn't the reliever get as much time as he needs to warm up?  If so, we could be waiting a while...
