If priority is based on total outlay, they should all just go into a lottery for dc residents since they under wrote the stadium. I wholly expect them to screw over some constituency in order to maximize revenue- if I had to bet, I'd say they start selling end of the season partials with the right to buy playoff tickets edging other partial holders
