Other than my 2/3 salary floor, a few things I would do to change the league:

-Add two more teams to the AL (Portland and New Orleans?), bring the league to 32 teams and realign to the following:

AL East:

Boston
New York
Baltimore
Toronto

AL North:

Cleveland
Detroit
Chicago
Minnesota

AL South:

Tampa Bay
New Orleans
Texas
Kansas City

AL West:

Los Angeles
Seattle
Portland
Oakland

NL East:

Washington
New York
Philadelphia
Pittsburgh

NL North:

Chicago
Milwaukee
Cincinnati
Colorado

NL South:

Atlanta
Florida
Houston
St. Louis

NL West:

Arizona
San Diego
San Francisco
Los Angeles

You've basically kept the divisions intact. You could follow the NFL's 12 team playoff, or you could just stick with the 8 teams being the division winners.

Another change that will most likely be made in his time is a slotting system for rookie salaries. Pretty simple, players and teams want it. Also, adding international players to the draft pool. Should get done.

Lastly, the arbitration and FA compensation systems need to be fixed.

1. Arbitration is screwed up because the players are making way too much money versus regular free agents. Easiest way to do this IMO is that players from years 4-6 will get the average salary of the players at their position. System stays the same for vets who accept arby.

2. FA compensation is messed up for three reasons. First of all, the system for deciding Type A vs. Type B is messed up. For one, it doesn't involve things like stolen bases at all, and it needs to be a more scientific (and publicly known) process. Secondly, less players need to be made Type A, because teams don't wanna give up their firsts for some of these guys. Thirdly, teams like the Yankees can overload on Type As and it doesn't cost much (like CC Sabathia). I'd solve this by giving one team their first this year, another team their 1st next year and their third this year, another team their 2nd this year and their first in two years, etc.

Add 2 more to each league (12 playoff teams in total).

Top 2 teams in each league get a first round bye. First Round: #3 vs #6, #4 vs #5.

A first round bye in baseball would be a nightmare for the top seeds.

1. too high? If the teams didn't think the guys were worth it, they wouldn't offer it in the first place and would simply replace them with those lower price free agents you mention. If anything it's massively deflated on the high end.

2. how long is the waiting list for the yank's picks allowed to get since every year they sign multiple type As, 10 years, 20 years?

I'd do contraction rather than expansion.  Get rid of the A's and Rays.  They're in awful markets and can't get stadium deals.  The Rays barely get over 20K with a very competitive team.  I have a fondness for the Rays, so it pains me to advocate such a thing, but screw it.  Tampa doesn't care about their team.

Having an odd number of teams in each league guarantees either one of two things:

1.  An interleague series every day; or

2.  One team in each league having to take extended time off.

You can't have 15 team in each league unless you dissolve the notion of league exclusivity.  This point was debated endlessly at the last expansion and is why the Brewers had to move to the National League.

Not a huge fan of the bye, but I don't mind the two division idea. Just weird to have the Tigers in the east, and the WSox and Twins in the West.
It's worth noting that there were two divisions for a long time, and the Tigers were in the east while the Sox and Twins were in the west, IIRC.

I really want the two division set-up because you can't have teams just sneak in with 85 wins or fewer, barring a massive amount of parity in the league.

Eh, it won't happen, though.  At least not under Selig.

So?  Have them figure out the particulars.  Contraction would make the sport better.

Owners don't like paying money- you would have players with guarenteed salaries, leases on stadiums to buy out, tv deals that may need to be bought out...

Well that's because they'll have to play without major leaguers. The MLBPA isn't going to allow contraction so it's a moot point.
