I'm guessing that with the restrictions, at some point draftees will be told slot or pound sand - you have to figure that, absent an execptional talent, 9% over their pool will be the max a team will do since 10 over costs a pick- a first rounder who slides, but doesn't want to accept that is unsignable since a $1 million bump will already throw a team way over the 10% threshold.
edit, our pool looks like it'll be 4.4 million, so there is no way we can take a player who falls, but still wants better money
