I'd live in Cleveland for 13 million. I'd live there for a year for 100k ....
There are some very nice, exclusive neighborhoods in Cleveland. The rest (most of it) is a vast and depressing wasteland. With 13 million you can live in the nice part and be happy. With 100k, you can't.
