I don't see anything wrong with the move.
He comes to a complete stop before he brings it back into his body.  Shouldn't that be his set position?  Then when he brings it back that should be the start of his movement home, shouldn't it?  The umps don't call it, so they must have clarified that with him, it just looks border line to me.

Sorry dude I was away. But he comes to a stop a second time so I don't see that as a balk.
