How in the world did Burgess go over Moore?
Simplest explanation would be that Burgess finished in AA while Moore is still in A+, so that Nats would have needed to use an exemption to send him. There's no reason why he can't go next year (Moore, that is) and it's not like he's so close to the majors that this hurts his development. AFL is designed for top upper-minors prospects, so they don't let just anyone go.
You have to make room for the organization's hitter of the year. For no other reason than to keep the hot hand possibly going.
More meaningless at-bats in essentially the offseason to help his average early in the next minor league season?
what's the prognosis for Moore - do they think he's going to be a legit MLB player in a few? How does he compare to Marerro?

A bigger question than why send Burgess over Tyler Moore would be how in the world could Steven Souza ever be considered as an "addition" over Moore? What has he ever done to warrant this opportunity?
