They aren't even on TV in Houston from what I remember.

Wouldn't that be because Houston has it's own ball club??? I mean we have the O's on the tube here but I wouldn't expect that to be a similar experience in TX

Depends. I used to get Phillies and Pirates in PA, territories overlap, but maybe not in the team's home city.

I'm thinking distance might be part of it as well.  DC/Baltimore is about 40 miles.  Dallas/Houston is about 240 miles.

Home city could definitely play a part in it as well.

Distance in TX is not distance in MD. 40 miles from Houston downtown is still Houston. 40 more miles, there's nothing. Plus it's so damn flat the radio and TV carries forever.

Apparently they're really popular right now, especially with the Cowboys floundering.  The ALCS got pretty high local ratings, 25-30 IIRC.
