Did the nationals sit out July 2?

I haven't seen anything on big nationals signings; Mlbtraderumors lists other big signings with no mention of the Nationals.

shouldn't it be value over quality? Quality implies the best, and they clearly didn't fish in those waters

looks like the yankees spent north of $20 million including penalties
