As I understand it, no one would have taken notice if someone hadn't overheard a Coastie shouting "bang bang bang" over a radio, and had the news services not jumped on it without confirming anything.

Unfortunate timing, a lack of sensitivity, but nothing worse than that. It's unfortunate that it added sensationalism to what should have been a solemn day.

It doesn't really matter if it was real or not.  It looked and sounded real, just like it was supposed to and it caused panic.  The military is there to protect the country and it's interests, it's job is to avoid panic, not incite it, at least on our own soil or waters.  That's not what happened today.
No, not at all.  Just don't go shooting off guns while the Prez is within earshot of a memorial service remembering one of the most horrific days in this country's history.  A little discresion would have been reasonable here, wait an hour, put out a brief press release on this day only and you don't get a three ringed circus over something that's seemingly routine on any other day of the year.  This is not every other day of the year.

They have these training exercises about 4 times a week and there is no gunfire. This was a botch up from CNN that other media outlets, not to be outdone, ran with and exaggerated. This is not the Coast Guards fault.
