Until they establish a foothold... it's not a bad plan.

if we win, it's a good plan ... so far we haven't.

you see some positive signs, but for the most part you just see a lot of losses.

Oh, c'mon. We are talking 16 year olds (17.5 year olds).  If we see any of the DiPuglia kids in 3 years, that'll be fast.  All you can say is that they aren't looking like buffoons down there like they were when Smiley and Rijo were smiling.  well, all most of us would say.  Right idea.

the Nationals spent roughly $1 million on signing bonuses for prospects in Latin America last year, one of the smallest budgets in the majors. Teams at the top of the list spent upward of $14 million.

at the same time, we're funneling a fraction of what some other teams are into signings. It's understandable after smiley and the kickbacks, but they can't expect much success relative to the big spenders

Agreed. Hope they put some real money into signing players in the future.

the low number isn't surprising or worrying since they had to basically restaff, but if it doesn't ramp up it will be

You know-- the more I think about it -- it's entirely plausible that Bowden hurt this team as much as MLB-Ownership did...
